Can't carrier unlock Xfinity Mobile phone and nobody seems to know why

Tried over and over to get my phone unlocked but nobody can figure out why it can't be unlocked as it should be eligible. One e-mail in regard to the unlock request said the phone was active on another account which makes no sense since it's active on my account and can't be active on any other account but mine because the IMEI would be blocked from use and being added to my account if that was the case.
