Billed for mobile service when Sim cards never worked

I was sold on mobile service and told once I placed Sims into my phones it would begin activation.   The Sims never worked and now they billed me $184.77 for 4 lines that are still with tmobile because the Sims never worked.  Who does this get disputed through?

Xfinity billed me and clearly shows 0 activity & 0 data usage.  Lines never converted to Xfinity and still sends a bill.  Xfinity is refusing to credit me even with proof of 0 usage and were trying to avoid me cancelling services.  Xfinity mobile is a scam.
