public utility easement

Hello, 

I am looking for a letter of no objection to the removal of a public utility easement located on the southern edge of my property. All utilities are connected to my home from the street on the north side of my parcel. I have already received letters from PGE, Cal Water, and ATT. I am located in Chico. California
