Internet Going In and Out When Windy

Several weeks ago, a internet provider was working on the setting up one of my neighbors and knocked out our internet. I don't think connectes our cable for internet back well or correctly because ever since then the internet goes in and out when there is a slight breeze. 

When I go on the app it says I will be charged for a visit to get it fixed but that seems odd since our box isn't the issue. 

Do I really have to pay for this to get fixed?
