Data Caps - Houston - Hurricane - Xfinity Outage

Just wanted to ask the Xfinity Mobile Team why they are enforcing caps on customers for mobile data when 

Houston has just had a Cat 1 Hurricane

The Xfinity Cable Network is largely Down (Internet, Tv and everything else Xfinity - Aside from Mobile network it uses Verizon)

Just wondering why the thought is for people who are struggling with no internet service provided by Xfinity and yet the mobile side of the business is enforcing caps on data usage when there are literally no other options
