xfinity voice no dial tone

I have home phone voice service but no dial tone.  I have the Arris TG1682G gateway and my phone is directly connected to the first voice port.  Acts like the gateway is not provisioned.  Have already restarted the gateway several times.

To send a "Peer to peer" ("Private") message:

Click "Sign in" if necessary

-Click the "Direct Message" icon (square chat icon in the upper right corner of your screen next to the bell icon)

-Click the "New message" (pencil and paper) icon

-Type "Xfinity Support" in the "To:" line and select "Xfinity Support" from the drop-down list that appears, and the "Xfinity Support" graphic will replace the "To:" line

-Type your message in the text area near the bottom of the window

-Press Enter to send it
