Xfinity lied

Over a month ago I was offered a free Samsung phone that was worth about $450 by an xfinity customer service representative. Now he knew that I had free Internet with xfinity I have Internet essentials. He claimed all I had to do was to get the ACP with the mobile phone.  I received the phone and then 3 weeks later I get a bill for $35.66. I  Found out when I called Xfinity I had to pay for the phone and I was only able to get free Internet either for my pc or for the mobile phone.What really made me angry is because xfinity hires only people from China so I was speaking to a man from China so he either didn't know what he was talking about or he just lied. All these companies do this because it's cheaper to hire people from other countries. I gave up my safelink government phone because because the phone that xfinity gave me is such a good phone.
