No.
Yes. The actual telephones are customer provided. Any touch-tone wired or cordless phone that works with a conventional "Plain Old Telephone Service" line should work with Comcast's home phone service.
Avoid the devices listed on https://www.xfinity.com/support/articles/incompatible-equipment-phone.
