Voice service has finally been activated, but there's no dial tone.

I restarted my Arris T25 modem, and then I did a factory reset of the modem (per the xfinity troubleshooting FAQ), but still no dial tone.  This brand-new ClearSounds phone is plugged into the Tel1 port of the modem, but the Led for Tel1 on the front of the modem remains unlit. Could it be that xfinity still needs to associate my modem with the phone switch?
