phone jacks in house not working - all phones have a busy signal except directly connected one

I recently had my Xfinity Gateway installed.  If I connect my cordless phone base station to Jack 1, it works fine.  If I connect Jack 2 to the wall outlet (my home phone network), any phone I plug in to a different jack in the house has a busy signal.  I f I connect Jack 1 to the wall outlet, same thing.  It seems that the only phone that will work is the one directly connected to the Gateway.  The phone wall jack was working just fine with AT&T.

 

If I use a splitter on Jack 1 of the Gateway, and connect the cordless base station and a handset to it, the cordless gets dial tone, but again I get a busy signal on the handset.  Frustrating! 

 

Multiple calls to Xfinity have not resolved the problem.  HELP! @CCAndrew@BruceW ? I saw your other post about connecting to home phone jack network, but its still not working.

AT&T is still connected somewhere (The Nid) most likely causing your issue. Normally, you’re only going to have dial tone on the Tel1 port of the modem

In another post you mentioned that you have ADT. Alarm services that use your phone line typically require special wiring so that everything works properly. Your best bet might be to have the alarm company take care of this.

Thanks @BruceW . I have unplugged the ADT alarm from the phone jack to eliminate it as a source of the problem.  Same issue persists.

Thanks @CCAndrew . I have disconnected AT&T at the NiD and the issue persists.

 

I have a dial tone on Port 1.  THe problem is getting dialtone throughout the rest of the house.

 

I hear a dialtone one one phone (directly connected) and a busy signal (house jack) on the other, at the same time. The Gateway must be generating both signals because that is the only thing hooked up. How can it generate both a dial tone and a busy signal at the same time?
