Phone has no dial tone

Using Arris T25 router. Internet works but phone has no dial tone. Phone indicators on front of modem are not illuminated. Plan indicates phone service is still in Activation Pending status after having had several live conversations with agents and 5 different chats with support and it still does not work.  Phone number was transferred from Vonage to Xfinity.

Hello jhh51, Thanks so much for reaching out to us here on our Xfinity Forums and for choosing Xfinity! You are in the right place for help. I'm sorry to hear that your phone service is not working. Is the Arris T25 a new device to your account? The issue may be that the phone service was not provisioned or updated with the device information causing you to not receive a dial tone. No fear, whatever the issue I assure you we can help out.
