Phone doesn't ring

This is a constant issue with different phone systems. I cannot get my latest phone (2 sets, AT&T DLP3210 with Bluetooth) to ring. I am wondering whether this is a VOIP-related problem. Two cust serv reps at Comcast were not able to help. And it is quite time-consuming to troubleshoot this. Any solutions, anyone?
