New Phone Service

How do I get xfinity to actually get my phone service going?  I’ve been on the phone and chatting for hours for two and a half weeks and now they’re telling me I need a subscription even though I’m being billed for phone service.  I was just disconnected trying to escalate the issue because I didn’t get the account number in time.,
