Line in Use -

I have restarted the modem, internet & cable are fine but my phone has reflected Line in Use since July - there were contractors that came through about that time and I wander if they cut the line but I can't seem to get through to a live person to really talk about this situation - this isn't my first attempt at getting this fixed but you all have done a great job at not utilizing live people and my frustrations are through the roof every time I try!!
