ben67, You are not alone. There are several posts about landlines calls going directly to voicemail. No ringing, no caller id on TV. Something is clearly wrong. No answer or resolution from Xfinity yet. Very strange.
this issue is happening all over the New England area. call ID shows up on TV, phone does not ring and when you answer it all you get is a dial tone caller goes direct to VM. From what I see it is in many areas.

There was an outage that affected much of the Northeast yesterday. It is now resolved.

Same landline goes straight to voice mail. Phone never rings and caller ID never comes on tv
