Extreme Static on my voice line.

I have been experiencing loud static on my residential voice line for the past two weeks and a Comcast technician was dispatched to come onsite to troubleshoot the issue and after trying multiple options he determined that the issue resides at the tap near the road or the at the AT&T Node. I would like to know when somebody will be out to repair this issue as well as my reimbursement for not having service during this period?
