Compliance with Truth in Caller ID Act of 2009

When will Comcast/Xfinity be in complaince with the Truth in Caller ID Act of 2009 and block all non-verified phone numbers?

IANAL, but my understanding is that "Truth in Caller ID Act" requirements apply to callers, not telcos. The later "TRACED Act" (2019) is the one that applies to telcos. And, it's complicated . . .
