Comcast failure in porting a VOIP phone number

I was recently sold triple play service. When I asked them to port my VOIP phone number from Ooma to their voice service, I was told that even though Comcast service is also based on VOIP, it is treated as a land line service and cannot port numbers from a different Rate Center.

Was I given outdated information or is Comcast really stuck in the 70's?

That is true information, rate centers play a huge part when porting a number

They used to in the 70's when telephony services were primarily land lines and subject to FCC tarrifs. These days most phone services are VOIP based while the landline services by local carriers are fast disappearing. What makes the Comcast voice services different from other VOIP services (such as Ooma, Vonage etc) which do not have any problem with porting numbers from any and all Rate Centers?
