All phones say PHONE LINE IN USE. UNABLE TO GET RESPONSE FROM XFINITY TESTING

For 4 months, every land line phone I plug in says "PHONE LINE IN USE".  This is rather frustrating and I would like someone to please contact me.  Thank you.

If you’re using cordless phones.  Try connecting  the phone line from the base phone into telephone port # 1. Check for dial tone.

Can you please tell me a little more about what's happening? Are you hearing this "Phone line in use" message through the receiver, in place of a dial tone, does it come up after you dial a number, or is something else happening? Was your phone line working prior to this? I just want to ensure we have a clear picture of what's happening.
