I think the answer you're looking for is buried in this page:
https://www.xfinity.com/support/articles/call-screening
In short, you'll want to get to the screen were you add numbers to block (all the numbers you are currently blocking will be listed there) then just delete the one(s) you don't want blocked anymore by clicking on the little trash can icons.
