Robin calls filling up voicemail box without ever ringing

We suddenly get a voicemail notification but the phone has never rang. Number associated with the voicemail is always different and all they say in an automated voice is “Goodbye”. However, day to day within 24hrs there can be over 30-40 of these voicemails left. How do we make it stop.
