Landline won’t call out

I just switched to a telephone modem so a landline can be used in the house. The phone has a dial tone and can receive calls on the new #, but we cannot call out. You can hear the pulse tones of the dialed, but the connection is only a fast busy signal. We have tried multiple numbers with same results.
