How do I get a specific caller number to go straight to voice mail without letting the caller know they are being blocked?

I have a sister with memory problems who calls constantly. She does not remember calls she made 15 minutes ago. I know I can block her number and let calls go to voice mail but her hearing her number is being blocked will just make things worse.
