Cancel Call Waiting permanently?

My 91 & 93 year old parents can't deal with Call Waiting & have difficulty retrieving Voicemails.  Is it possible to cancel Call Waiting permanently?  Doing it before making each call is not a viable option for them.

I've got the same issue for my 95 year old mother.  We don't know when she doesn't pick up whether it's because she's on the floor or on another call.
