Caller ID

My brother in California has a land line registered as PRIVATE which usually shows up on my CALLER ID.  He has been calling my Land Line [Edited: "Personal Information"] successfully for years without a problem.  Recently, when he calls my land line, he gets a voice message saying “The caller that you have reached does not accept calls from Caller ID Blocked.  Dial #82 and try your call again.”  He tried #82 and that doesn’t work.  Can you help?
