Any way to do selective/whitelist call screening?

Is there any way to screen calls against some sort of contact list (whitelist) so that any calls not on the contact list/whitelist either get sent straight to voicemail (or nomorobo) and only calls that are on the contact list (or "approved caller list" or whitelist)  ring through?

I currently get so many spam calls, despite using nomorobo, because of the spammer's use of spoofed caller ID.
