Tech seemed not want to install service

I had a tech come out for new service in Saturday I could barley understand the tech he stated I have week signal and someone had to come out in 3 days to “add wires” and he left .  Now I’m calling customer service who is off shore and the reps have no idea whhat I’m speaking of.  Amy ideas as I’m lost as the first tech seemed like he did not want to work and ran
