Navigating Through Posts

I'm experiencing difficulty viewing the topics / categories .  If I tap one on the Homepage , it 

blinks but goes nowhere , are they listed someplace else ?  

It seems nearly every post that I'm interested in is closed , is there a specific area containing posts that are open for comments ?   I mean one page of all of the topics & categories grouped  in a logistical manner or outline ?  I am willing to work on this with others so that we can roll through this community smoothly ?
