Flex: does not activate screensaver

I have it set to activate the screensaver after 5 minutes of inactivity, but it never does.

I also would love if it would turn off completely after 30 minutes of inactivity, but the only option is "Power Saver" which sets it to turn off after 4 hours. It doesn't seem like that even works, but it is possible that I have always manually turned it off before the 4 hours.
