Waiting nearly 4 months to get cable buried after service call

I've been trying since June, 2021 to get cable running from neighborhood distribution box to my home buried.  In June, Comcast replaced the buried cable because it was bad and laid a bright orange cable through the backyard of several of my neighbors, terminating at my home.  The technician that did the work promised that someone would come to bury the cable within a week.  It's now September and the cable is still on the ground.  The Homeowners Association and my neighbors are angry with me and the HOA told me they will begin fining me because the HOA bylaws do not allow owners to lay cable on the common areas or through neighbors private property.  I have tried contacting Comcast several times to be told that a request for burying cable can only come from a Comcast technician. And that in order to send a technician out to make that request I would have to pay a $100 service call.  

How can I get my cable buried so I don't get fined by my HOA?  I am at my wits end.

@Dean_A I've escalated this to the Corporate Employees here so they can help you get this buried.

  And, FWIW, you won't be charged $100 because this is outside and Comcast's responsibility.
