Slow new website access

Internet issues - I am connected to my router via the ethernet port but whenever I try to access a website, the DNS server takes a very long time to respond. Sometime up to 10 seconds... and when I use my hotspot using my AT&T phone, the same website loads up instantly. Is the a problem with your DNS server? Can I use a different server?
