Server unreachable frequently - impeding use of e-mail

I am having chronic problems with my e-mails being slow to send and receive. I get frequent 'server unreachable' messages. When I try to reply to an e-mail, often the reply box does not load. I have been having these problems for some time on webmail (computer) and app (phone). How can I resolve this?
