Phishing from @outlook.com

I am receiving several phishing emails from @outlook.com. to my @comcast.net email address.  I think they found a formula that works for them, just a .png attachment and "

Confirmation Completed for Your Recent Order" . 

Opening the attachment and they get you.  I would like to report them to Microsoft to have them delete their @outlook.com accounts but if I forward to reportphishing@microsoft.com    Comcast adds text that Microsoft rejects. I even tried to send it as a file within Outlook but now Microsoft only accepts phishing if sent only to @outlook or @hotmail.
