Comcast does not send such emails. If they did, they'd probably call themselves "Xfinity", not "Comcast". Their webmail has no "Compliance Center". They don't handle spam by sending you an email about it, they either reject it, or place it in a webmail Spam folder.
Chances are 99.9% this is a scammer trying to steal your login info and as much other information about you as they can get. Don't take the bait!
