You should get an invitation to migrate, but I will tell you that currently migration is an option. At some unknown point, however, it could become mandatory again, but right now we don't know when that might be.

I am trying to migrate from Comcast to yahoo and cannot find their terms and agreement
If you haven't received the invitation to migrate is probably why you cannot find it. Have you received the invitation yet?

As of right now----no. You have to wait for the email from Comcast, or when you suddenly see the invitation when you try to sign into the account.
