how to filter for special characters in 'from'?

 From = "ReplaceYourWindows⋆.8 <iAw4Ms7jbP0L-aruvztkleqdcipmyj-defbAacEB@" I remove what was on the right side after the @ because that always changes.

Why can't comcast have some kind of general filter that looks for things like 'â', or a combinatio of letters or words that have no meaning"

I have From filters for 'â', '~', '!!', '<<', but the emails still get throug to my outlook on my desktop.

How can I stop this?
