EMail won't stay deleted or send

I've deleted or marked as junk e-mails- they reappear in my inbox. AND I have tried to send an important e-mail and the mail keeps spinning and not sending. It also doesn't save it as a draft. I'm not using an external email client. I'm using the web mail site. Why isn't it working? It did for a long time. I'm just recently getting these problems. There's no virus or malware that's affecting my computer, as far as I can tell.
