deleting hotmail

I want to discard everything from Hotmail before I see it and filter rules does not seem to work.

Are you using webmail or a 3rd party email email app?

Try putting in under the Conditions "header" and then hotmail.com without the @ sign.  Then under Actions, put in Discard.

@Again​ I am using Xfinity.

In other words, you're logging in to https://connect.xfinity.com/appsuite to get your email.  The instructions I gave are for webmail.
