Deleting emails with Outlook
I normally access my Comcast emails with the Outlook client on my PC, using IMAP. When an email is deleted in IMAP it is supposed to go to the Trash folder. If I inadvertently delete an email I can recover it from the Trash folder today when I tried to recover an inadvertently deleted email, it was not in Trash. The Trash folder contains no emails deleted today, even though I deleted quite a few. The latest dates on emails in the Trash folder is yesterday.
What happened to my Trash emails? Can they be recovered?

As a check, try signing into the account using only the webmail interface and a browser. Do the missing messages show up in the Trash folder?

Actually, I have already tried that. The emails were not in the Trash folder on the web email. But I did discover that there is a "recover deleted emails" option. Right click on the Trash folder opens up a menu with that option. I was able to recover the emails I needed.
Today, the Comcast email seems to be working as expected. It doesn't answer the question of why the system wasn't working properly yesterday.

Ultimately the outlook client does all the moving and deleting of messages. It sends specific commands to the Comcast system.
There are multiple ways to do this, but typically it does a copy to the trash folder and expunges the original copy. It sounds like for some reason the original copy to the trash folder did not work.
The way email specifications work mail servers are in a lot of cases beholden to the client being used. That is why restarting clients, phones, etc will resolve a lot of issues.

You'll need to give us more details. Are you meaning you can't delete emails in Outlook or in webmail?
