A shortcut on my desktop on a laptop with windows 11 to xfinity mail.
You can't put one on the taskbar, but you can create a Bookmark and put it on the Bookmarks bar of your browser.

Why do my email Short cuts on my laptop take forever to load, keep timing out, have to reboot several times and keep trying... after 5 or my tries, if finally connects... why so long?

You need to be more specific. You want to put a shortcut where? On a desktop or laptop computer? Mac or Windows? Linux? Or on a phone? Which kind?
