Cannot send Spectrum emails on Comcast internet

I think I am seeing this issue on this forum but I don't understand the answer/what to do about it.  I can receive but not send Spectrum emails on my Xfinity/Comcast internet.  The error I see in Outlook is an IP or DNS error.  The IP address I checked using ARIN whois is assigned to Comcast in Naples Florida - this looks correct.  The DNS locally is set to 75.75.75.75 DHCPv4.  I'm lost, please help!

What settings are you using to send email from Spectrum?

@Again​ SMTP port 587.  Server is mail.twc.com.  I can receive, not send.  Spectrum has confirmed its setup correctly and said Comcast DNS has a problem.

The error message is: p-impout009.msg.pkvw.co.charter.net cmsmtp 98.58.13.211 blocked. Please see https://www.spectrum.net/support/internet/understanding-email-error-codes for more information. AUP#Out-1130.  

This error states "Spectrum requires a full circle DNS for emails to be allowed through. Verify the IP you’re connecting from, and check the IP address to ensure a reverse DNS entry exists for the IP."

Hence, I believe this telling me that my DNS is not full circle.  How do I check and how do I correct?
