When you use the "Reject with reason" choice, when the offending sender emails you, they will get a "bounce" message containing whatever you want it to.  You could put in something like "Not Our Customer", an error message number, "Mailbox Full" or anything else you care to put in there.  On the Discard choice, the email just never gets to the Inbox.  It just vanishes.

@Latoque  Thank you Latoque.  I decided to go with the "Discard" choice since it is supposed to "vanish".   Better to never lay eyes on those harassing emails.  So far, so good, since setting the filter a week ago.  I'll report back in a few weeks, or if the filter fails before then.

To block individual senders, you need to set up a filter.  On the Inbox page, click on the gear icon in the upper right corner, then on Email Settings.  On the landing page under "Mail", click on "Filter rules".  OR-----open the email from the sender, then click on the "hamburger" icon in the header.  One of the options in that menu is "Create filter rule".

@user_a29628, @Latoque is 100% correct. Additionally, here is an article that has step-by-step directions with screenshot as well: Set Email Filters or Spam Filters - Xfinity Connect Help

How does the "Reject with Reason" work?  I want to filter harassing emails without ever having to see them in my Trash or Spam Folders.

I would like the harassing emails to disappear and the "Reject with Reason" to be "this is no longer a valid email address" so the harassment will simply stop.

How does the "Discard" choice work?  Where does the email get discarded to?

Thank you for any help you can give.
