I'm logging into the webmail at connect.xfinity.com and trying to access my email on a new user account I've created, and I get this message.

Good morning,

It appears that the mailbox was never created, did you ever receive a notice to accept Terms & Agreement? I have manually refreshed and created the mailbox for you regardless. Please try again and let me know if you continue to see issues.

Do you get the same result if you visit https://my.xfinity.com/ and click on the envelope icon?

Yes, as I said, I'm using the Webmail.  I'm not using a 3rd party application.  When I go to the link you provided, and click on the envelope, it takes me to the Activate Now button, and I click it.  That takes me to the email page, where you can see your email, refresh, send, delete, etc.. (Webmail).  On the Webmail page it says:
