Xfinity won’t unlock phone

I’m trying to get my iPhone, which is paid off, unlocked. Customer service says it’s unlocked, but it is not. I’m tired of repeating the same process and getting the same thing…xfinity is literally holding my phone hostage. I’m gonna be filing lawsuit against them for this
