Xfinity mobile ripped me off

Xfinity mobile got my iphone on july 29th and they still charge me for phone that's paid for and they owe me $629.99, i've called several times and spend hours on phone just to have them say that they are looking into it!  What's to look into? They have my iphone and didn't give me anything,  i believe that's called stealing!
