Unsuccessful sim unlock

I have paid off an iPhone 13 bought through Xfinity promotion. Despite multiple reps telling me it’s unlocked, my phone remains sim locked. I have already ported the number out believing it was unlocked based on what reps said. Can someone from support help me?
