Unlocking Device...

I have a device that was purchased third party from Ebay and have been using it with my new carrier for months.. And yesterday something updated and it is now LOCKED to xfinity....  The FCC website says you guys gotta do it.... So why am i being told it can be and then it cant be many different times.... This is why i left xfinity and here they are coming back to haunt me...
