Unable to order a new device

I’m unable to place an order for a phone. I’d like to preorder the new iPhone. If there’s a legitimate reason why I can’t do this then I’d like to know that. My line is eligible for an upgrade.  

I can order thru Apple and finance with my Apple Card, but I’d prefer to order thru Xfinity since the trade is promo is a little higher.
