smart watch stuck in activation

I have an apple watch that is in "pending activation".  Xfinity can do nothing with my account until this wtach is activated.  We have had watch for 18 months, been using and paying for said watch, however it is "locked" in pending activation.  Local store cannot help and the Xfinity Mobile Executive Resolutions person, assigned to my case, wont return calls or emails.
