With any phone provider, the number does still need to be active and in working order to complete a port/transfer. Once the number is no longer active, it begins the process of being reassigned to a new customer or, in some cases, returning the number to the original provider. You can take a look here for more information on porting out/transferring your phone number. We would need to restore services to the line in question before any changes can be made.
